samSiteTabs creates major divisional tabs for websites.  Content that belongs within that "tab" will activate it create a user sense of division for the website. 

Structured much like a menu, samSiteTabs knows what content belongs under what tab, based on WebMaster configuration.  Unassigned Items in the website will fall under the primary tab (home?).
